If your store has multiple locations, then to use the pickup option you need to have multi-origin shipping activated.

How to enable it on product page ?

The feature local pickup will be shown automatically once you have activated it by following the shopify guidelines above.

Where do the customer can chose the local pickup ?

Once the local pickup is activated, the customers will have the option to chose local pickup on the checkout page (Screenshot below)
